Here he's taking part to one of these light and relaxing programs aired in Japan. Takeshi Kitano can look more serious in some movies (trailer) but he is mostly known for his Castle programs, which are a very Japanese way to let the steam off. Takeshi Kitano who doesn't take himself seriously, and he even parodies his film-maker job, like here. He has taken part to fancy TV programs for years (here in 1985) and he also takes part these days to talk shows like the one above. In this one, he chats in a shitamashi background about recent political/diplomacy issues and he manages to make some ironic allusions (B. explained the details as I only can grasp the visual part of the show). Even if like me you don't master Japanese ar all, this is very funny to look at the way the people interact and joke.
